Law enforcement chaplaincy has no census. Nobody can say with confidence how many agencies run a program, how many chaplains are deployed, what training they hold, or what the work costs the people who do it. Every argument for resourcing a program is currently made from anecdote.
This report is an attempt at a baseline: what exists, where the gaps are, and which questions the field has not yet asked itself. It is written by a practitioner rather than an institution, which is both its limitation and the reason it can say plainly what the work is like.
